Abstract:
This project aims at realizing the public safety restraint mechanism in order to strengthen the comprehensive prevention of sea reclamation by means of spatial planning and promote sustainable development in coastal zone, which will solve the contradiction between the rapid development and huge disaster risk of China's current sea reclamation projects playing the forefront role of the coastal zone disaster prevention. In the specific research, through the analysis and evaluation of the spatial characteristics and public safety risks in the sea reclamation area, the digital simulation technologies such as FVCOM model and finite element theory (FEA) are introduced to analyze the risk index and disaster process of different types of risk sources quantitatively to put forward the key spatial elements of comprehensive disaster prevention in sea reclamation area. And then, this project makes suggestions on the design methods and spatial optimization of sea reclamation planning in three-dimensional levels, such as elevation, height, capacity and spatial layout. Finally, this project summarizes the key technologies and planning criteria on quantitative simulation of comprehensive disaster prevention in sea reclamation area, laying a technical foundation for further formulation of relevant norms and providing useful research ideas for the refinement of similar spatial planning and design laws.
